Fran Fulton is the Economic Development Manager for the City of Torrance. In this role she provides assistance with business attraction, creation, retention and expansion. Some of the projects she has helped spearhead are the Discover Torrance Tourism Business Improvement District and the South Bay Entrepreneurial Center business incubator. She currently serves on the Board of both organizations, as well as the Boards of the South Bay Workforce Investment Board and the Torrance Area Chamber of Commerce.
Fran has worked in the City Manager’s Office since 2005 and has been with the City since 1998. Before joining the City Manager’s Office, Fran served as Business Services Manager with the Carson/Lomita/Torrance Workforce Investment Network.
Prior to Public Service, Fran worked in the private sector industries of Staffing, Hospitality, Retail, and for a national General Contracting Construction company. Originally from the East Coast, Fran attended the University of Maryland then moved to the South Bay in 1992.
